Sir,
During the absence on leave of Mr. Tutcher,
Superintendent, Botanical and Forestry Department, between April, 1912, and April, 1913, a considerable amount of overtime had to be
worked by certain members of the staff of his Department. Mr. Green had to delegate forestry duties which he would have performed him- -self had Mr. Tutcher been on duty to Er. Tsoi Wa-cheung, the head clerk, Mr. Luk Tean-fai, the head gardener, and lir. Li Kun-fuk, the foreman forester (New Territories). In addition Ifr. Tsoi Wa-cheung and Mr. Luk Tsan-faf had extra duties as the Department was without a 2nd. clerk for a period of five weeks after ir. Tutcher's depart- -ure. The overtime worked. taking 7 hours to a day, amounts to 14 days in the case of Mr. Tsoi, 78 days in the case of Mr. Luk and 63 days in the case of Mr. Li; and I have the honour to recommend that these officers should be granted a bonus of $25, $75 and 840 respectively. The lapsing half salary of Mr. Green amounted to £90 so that the gratuities recommended are amply covered by the saving.
